Explanation Because,  

  • If there is already shortage of groundwater then concern should be made to replenish the groundwater or safeguard the groundwater which is already present   but  by digging borewells you are removing the "already less"  groundwater as Excessive drilling of borewells has led to exploitation of groundwater at higher rates than the rate of water recharge and caused depletion of the groundwater levels.
