in areas where there is a shortage of groundwater should there be any restriction on digging borewell ? why ?

The areas which have a shortage of groundwater are stated as notified areas by "central ground water authority"
In These areas there is a permission only one bore well to meet drinking and domestic purpose of water its diameter should be hundred mm and capacity of the pump should not exceed 1hp it should have rainwater harvesting system in the premises
