Answer:(c)By making amendments to the Constitution of Belgium

Explanation: I

n the years between 1970 and 1993, the country of Belgium amended its constitution four times in their pursuit to find a solution for the tensions between the two language communities. The amended constitution had different provisions to avoid civic strife between the two communities and thereby maintaining peace and resultantly enable everyone to live together. The provisions are as follows-

1)Number of Dutch and French speaking ministers were equalized and special laws required the majority's support from each linguistic group resultantly any of the single community unable to take decisions unilaterally.

2)The state governments of the two different regions were not subordinate to the Central government; this was achieved by transferring many powers of the central government to the state governments.

3)The constitution prescribed for a separate government in Brussels with equal representation of both language communities.

4)A third type of government was introduced namely the community government which was elected by people belonging to one language community. This government has the power on issues pertaining to culture, education and language.

And hence we can say that the tensions between the linguistic communities are controlled by amending the Constitution of Belgium.
