The answer is O.Because O only needs one electron to achieve a stable octet electron arrangement. .So, it is more electronegative. Electronegative means the tendency of ion to accept elec tron and become negatively charged

O^2- because it has fully filled p orbital therefore requires more energy to remove the electrons.
Ionisation energy is the energy required to remove outermost electron.
In atomic oxygen electron is tightly held by nucleus, but in molecular oxygen it is weaker attraction.
