in case of rolling motion

velocity of any point on the ring is vector sum of transnational velocity and tangential velocity

So we can write like

\vec v = \vec v_0 + R\vec \omega

so here since its in pure rolling so at the bottom position

\vec v = 0 = \vec v_0 - R\vec \omega

so at any other position we can write

\vec v = \vec v_0  + \vec v_0

if angle between them is "theta"

v = \sqrt{v_0^2 + v_0^2 + 2v_0^2 cos\theta}

so above is the velocity of the object
