In cells that have not been previously exposed to lactose, how does lactose enter the cells to induce lac operon?

lactose is present in the cell of prokaryotes, but they use glucose for feeding, but when glucose is not left in the cell, than that condition they uses Lactose for feeding, when Lactose is incorporated in feeding process,than its bind with suppressor protein and prevent lac operon to close, after that, lac operon start producing RNA
