Because swami want to that mr Samuel do such an act that might justify the letter. Then in the end of the day he will give the letter to the headmaster. But when he go the headmaster's room he found doors locked the peon said the he has taken an afternoon off and wouldn't come back after a weak.

When Swami was standing in front of the School gate, he felt that he became the worst perjurer on earth as he didn't have any proof of Samuel's brutality. He wanted Samuel to justify the letter and waited for more time. For this cause, Swami didn't hand over the complaint letter to the headmaster in the morning.
