In chemistry, they say all dehydrating agents are drying agents but all drying agents are not dehydrating agents. Why is this so ?

You can take example of HCl and Alcohol, in their reaction the HCl breaks the bond of OH and H of the Carbons and Carbon make double bond themselves, and here HCl working as the dehydrating agent. So you can't say that all drying agents are dehydrating agents.
