Because in China, elections were taken by the Chinese Communist Party.
In China, no doubt elections are held once in five years to elect members to the country's Parliament, but it is not considered to be democracy. The Chinese Parliament consists of about 3000 members elected from across the country and some are even elected by the Army. However, a candidate can contest elections only on approval of the Communist Party. In fact, in the 2002-03 elections only members of the Communist party and eight other allies were permitted to contest the elections. Thus, it is the Communist Party that forms the government in China. Since, this arrangement does not provide complete freedom to the people to elect their rulers, it can not be considered as a democracy in the true sense of the term.
