In cinematography 24 images are projected in 1 second. What will happen to the

moving picture if we decrease the number of images to 10 in one second?​

If you want 24 fps, shoot in 24 fps. A lot is tradition - early on 24fps was used as it was a good balance between being fast enough to show motion as fluid rather than stuttering still images, but also being slow enough that the technology of the day would allow for a good quality of image.
