Diamond is know to be the hardest natural substance obtained, but it is not known to conduct electricity whereas Graphite does, and we also know Diamond and Graphite both are composed of Carbon (C).
But the hint lies in the structure of graphite, we know that carbon have tetravalency, so it forms four bonds, if you look at the structure of Diamond you'll see that all carbons are covalently bonded to other 4 carbon atoms, and therefore there isn't any free electron for the conduction of electricity.
Now, if we look at the structure of Graphite, you'll see that carbon here makes 3 covalent bonds, so there is a free electron for the conduction of electricity.
Conclusion: Though, Diamond and Carbon composed of the same element Carbon (C), but still Diamond is a bad conductor of electricty, where Graphite conducts electricity, it is because of the structure of Diamond and Graphite.
