In countries where the parliament is supreme including India, the Constitution is  regarded as the fundamental law and every citizen needs to abide by it. This is called parliamentary system of Government. In this system, there are three wings - The Executive, The Judiciary and The Legislature. The head of the state is also different from the head of the government,the latter being the Prime Minister and he/she is the leader of a major political party of the country.
