#2) different people have different opinion on development of our nation.

#3) development for one set of people and harmful for the other set of people.

#4) for example- if the government construct a dam to provide water for the onset of people , the people lives around the area where the government construct a dam may affect a lot. the people have to transform their living condition.

#5) so development should be benefited to all. hence people have mixed goals for development.
