In early nineteenth century the colonial state thought the forests were unproductive.Why?

Forests were considered un productie as it did not have a lot of benefits which the land under agriculture had.

Land under cultivation provided raw materials to the colonial goverment which the forests failed to provide.

There were also added benifits of deforestation as wood was obtained and it also increased agriculture land.
