because cathode is negative electrode. As unlike charges attract each other hydrogen being positively charged gets attracted to cathode.

during electrolysis positive electrons move towards cathode and negative electrons move towards anode hydrogen is a positive electron and hence it moves towards cathode and it gets collected over it .since Cathode is negative electrode and anode is positive electrode ,cathode attracts anion and anode attract cation due to which in electrolysis hydrogen gets collected in cathode
