this is because hydrogen has a positive charge as it forms H+ ions and positive and negative charges attract each other so hydrogen which is positively charged is stored at cathode and cathode is negatively charged .

Similarly, chlorine has a negative charge and anode has a positive charge so both attract each other and hence chlorine gas is stored at the anode .
