In Excel, Forms are hidden and can be brought on the ribbon from Office button​

Answer: yes ! It can access from the menu bar.

Explanation: If form section is hidden, it might be the form section might have unchecked. You neet to check it to show it menu bar.

And if your menu bar is hidden, need to pin it first. For this, just look on the right side of your exel tab, just upper corner to the cell, you could see an icon like a needle, just click on it to pin menu bar... and hence you will find form section there.
