In Experiment to show the utilization of oxygen in respiration, why does water level rise in the flask with germinating seeds but not in dead seeds?

it's because dead seeds won't respite and thus the vaccum will not be created in the flask ..so water level will not rise ..

Germinating seeds respire, giving rise to CO2
which gets absorped by KOH solution creating a partial vaccum which makes the water in the tube rise up
The dead seeds do not respire and hence nothing is observed
