Aquatic plants such as water lily that float on the surface of the water and therefore stomata are not found in the lower epidermis. Stomata are found on the upper epidermis because they allow direct exchange of gasses between the leaf and the atmosphere.

While the terrestrial plants such as sunflower have more stomata at the lower epidermis because this is an adaption to reduce the excessive loss of water through transpiration, which occurs through the stomata openings when the leaves are spread out to receive the maximum amount of sunlight.
