usually not but sometimes we do use articles. if we dont know someone but their name then we use article 'a'

for example: Sir, a Mr.Ramesh has come to visit you

No we cannot use articles in front of a person's name but we use articles in front of names of non living things

for example we say

Ram went to school not The Ram went to school.

but we say

The Ganga is a highly polluted river.not A Ganga is a highly polluted river.
