well let us first understand that Goa is near sea Amritsar is not near sea and we know that water bodies heat and cool slowly but land heats and cools rapidly... due to this amritsar suffers severe climate but goa has a moderate climate through out the year because of land breeze and see breeze.. infact all coastal areas enjoy moderate climate throughout the year.. hope it helped :)
