In Hope's apparatus is the temperature of both thermometer is same ??

In hopes apparatus the temperature of lower thermometer go at 4 degree celsius first and the upper thermometer go at 4 degree celsius.
After some time the upper thermometer at 0 degree celsius and the lower thermometer go at 0 degree celsius .
then the temperature of both thermometer become same.
