All scale need a budget and with a legal authority of government, the industries can be established meeting certain criteria given by the government.  

• Large scale industries require heavy and big amount of budget and a place where many people get a lot of employment opportunities.  Example: Textile or tiles industry  
• Medium-scale industries don't require heavy and big amount of budget. It is a place where people get a few employment opportunities. Example: brick industry, paper industries etc.
• Low-level industries are home-based type industries with minimum budget and minimum cost of products having good market price like handicraft, Carpet making etc.
