here we need to distribute Rs16 among four persons so that none of them get lass than Rs.3 means each one of them get at least Rs.3 and so we can distribute it as shown(assuming we have 1 rupee coins):

1. Rs.7 to one person and Rs.3 to each of other three-This can be done inways.

 

2. Rs.6 to one person, Rs.4 to other and Rs.3 to each of remaining two persons-This can be done inways

 

3. Rs.5 to one person,Rs.3 to other and Rs.4 to remaining two persons-This can be done inways.

 

4. Rs.3 to each of first two persons and Rs.5 to each of remaining two persons-This can be done inways

 

5. Rs.4 to each of four persons-This can be done in way

 

So the total number of ways that we get are 4 + 12 + 12 + 6 + 1 = 38
