Lord Lytton introduced policies which led to further discontentment among the Indians. He passed the Vernacular Press Act in 1878. According to this Act, Indian newspapers could not write anything against the British. Another Act was Arms Act that forbade Indians from carrying arms or weapons. These rules were not applicable to the British.
