no in India the state cannot discriminate against a citizen on the ground of their religion because India is a secular country

Nope of course not every citizen of India has right to preach any religion so it's one of our fundamental rights that cannot be taken away from us if something like this happens the state would be punished severely for taking away the rights of citizen which a punishable offence .
