ofcourse, India has a federal form of govt in which central government has more powers than the state government in all fields. if the central govt launches a scheme or any bill it is applicable all over the country whereas if the state government launches any scheme it is applicable only in the state where the government is elected. for ex the central govt launched national rural employement guarantee act and the govt of karnataka lauched "anna bhagya" which is applicable only in karnataka's territorial limits.
