valleys are devoid of precious metals like gold.
plateaus have big reserves of minerals like coal , iron etc.but they lack development.
Ladakh has precious culture but lacks important resources.

Yes, I agree with the statement because the resources are unevenly distributed in the world. Some places like Rajasthan , there is lack of water that causes drought and at other places water is in excess amount causing floods.
