In India , some regions are rich in certain types of resources but deficient in some other resources , i agree with this statement ,

For eg. -
Rajasthan is rich for SOLAR resources , but on the other hand Jammu & Kashmir cannot .

Jammu &Kashmir known for it's vegetation resources where as Rajasthan , dry region .
