Not in india only all country have age of sex restriction ,the beleive of people the lower age people doesn't mature before a time as their marurity is not develop at least age thus it believes that their decisions are not likely to good always so their is age of maturity in all people after that they could understand what is actually wrong or right which cannot be seen in people in teenager age..thus it has given a age restrictions..
