In Julius ceasar ceaser refers himself as the northstar but according to science due to twinkling effect of stars even the northstar also flickers and we see it away from its original position . so like north star is ceasar constant in his decisions?

   Ceasar is constant in his decisions. He wouldn't change it.

It's just that the phenomenon of atmospheric refraction wasn't discovered during his period SO he didn't know.
