It depends on when the byes are scheduled. Consider if you decide to have everyone enter by the second round and no byes after that point. Then the first round, there are 13 byes, and you have 16 v 17, 15 v 18, and 14 v 19 matchups, then after that a normal 16 team bracket.

Or, consider if the first round, teams 1–5 have byes, so you end up with 12 teams entering round 2, then in the second round, teams 1–4 get a bye, so you end up with a normal 8 team bracket entering round 3.

Or, for the worst setup in my opinion, the first round is 18 v 19 (17 byes), second round is winner vs 17 (16 byes), third round is winner vs 16 (15 byes), and so on. 153 total byes.

So, you can have between 13–153 byes, with the lower obviously being a better format.
