In modern periodic table the Elements of 17 group are flourine, chlorine, bromine, iodine respectively. which element has the highest ability to receive electrons? why?

According to me, the answer is chlorine.
Flourine has very small size and large number of electrons i.e. large electron density. So, flourine will have some election repulsions while receiving an electron,but for chlorine it will be very easy. Now, Iodine and Bromine are actually not the correct answers because they have very low electronegativity as compared to Chlorine and flourine.
