In naming which one is given more preference substituent or double bond triple bond

In I. U. P. A. C. Nomenclature,
According to I.U.P.A.C. rules, more preference is given to double bond.
But there may be exceptions like when a Triple bond get a lower locant than a double then, numbering can be started from triple bond side. For example, a question was asked in JEE Mains 2010....
CH«Triple» C - CH = CH - CH3
Pent-1-yne-3-ene.
