No. Crude oil is not formed in every 10 years.

They are formed with the remains of small dead animals and plants that feel to the bottom of the sea.

The mud then covered them up and then sediments cover them up.

The process of changing then starts to take place due to the increase in pressure and temperature that results in the formation of crude oil which takes millions of years.

No , crude oil doesn't form in just 10 years ....

It takes many millions of years to re form .

The animals /dead decay matter must compress deep inside the earth then it should go under high temperatures and pressures then it forms oils etc .
