Answer:

The postman or the panwaala or the movie actors are local people. They cannot be from a different place as they will not know the culture of the country (India). Ruskin Bond has a very strong attachment to India and has enough knowledge of India to call himself a citizen of the country. Thus he told the words"I'm as Indian as the postman or the paanwala or your favorite movie star."
