In one plate 100 volts present and another plate 40 volts present then where is the maximum charge distribution

The charge distribution in a parallel plate capacitor is same on both sides though voltage can differ.

change in voltage =(sigma)*d/2(epsilon)=q/C [from q=cv]

where C is capacitance thus the charge density is same and the magnitude depends ,
