I think that if the bulb touches the beaker then it would measure the temperature of the side of the beaker which is made of glass. So it would not correctly measure the actual temperature of the water being heated.

If the bulb will touch the beaker then the boiling point of water will not be obtained, you will get the temperature of the beaker
