When we cool a gas, we actually compress it.
It is easier to compress a less dense object. This is applicable everywhere.
For eg., a sponge is less desne than iron or wood, so you can easily compress a sponge but not iron.
Also, as you compress, it becomes difficult to compress it further as its density is already high.
So a gas with low-density is used to make Bose-Einstein Condensate.
