because frictional force of the ground would not let us to move. so a force more than that frictional force is needed to push our foot against the ground.

In order to "work"
We know physics explain work as the displacement of an object on applying force.
When we push our feet against ground , the ground exerts an equal opposing force namely called friction. This force pushes us forward and in this way we are able to move.
In this case the force is being applied by the ground on our feet which helps us to move forward. Hence the "force" is applied by ground and "displacement" is shown by us which satisfy the definition of "Work Done" by an object.
