It is not just ONE atom that metal.
A metal piece is made up of millions of atoms having millions of electrons.....and I think that u might have an idea of electron sea model for a metals..
According to that electrons just move freely on metal surface and due photoelectric effect, that free electrons are ejected..
The configuration of metal DOES CHANGE....But the change is only in ONE ATOM.......bcoz only one electron is ejected...SO, THERE IS QUITE INSIGNIFICANT EFFECT OF THIS.....What do u expect if u take a drop of water from ocean.....NOTHING....Same is the case with metals....
