It is because bright colours and light colours do not absorb the heat. they reflects most of the heat while colours such as black and dark colours absorbs heat.
You can see this through an experiment. in this experiment put two beakers with water in it. Colour one of the beaker white and other black . put it in the sunlight with a thermometer in it after an hour you will notice that the temperature of water in black beaker is more than that of white beaker.
Therefore in places with hot climate it is advised to paint the outer walls of the houses with white.
