In Q18. According to LOWEST NUMBER RULE , the direction of mumbering is so chosen as to give the lower number to the substituent. here,we can see -lower no. That can be given to the substituent CH3 will be 2 (from L.H.S).so why the answer is (C)?{it's given 3, it should be 2 ?}

The first rule is to see the longest chain and if functional group or unsaturated bond (double or triple)is present then numbering starts from that carbon from which that groups are nearest, then only we see the substituents.
And when only substituents are present then we should see the carbon from which those substituents are nearest.
That's why it's IUPAC name is
3,3 Dimethyl -1-Butene
or 3,3 Dimethyl But-1-ene
