in question 11 .why we are not suposed to take [pie and radius common .

Here volume of cone is multiplied by 2.
∴ We can take them common but the equation will become,
22/7*(10.5)² [ 18 + (2/3 *(2*9)*22/7*(10.5)² ]

∴ We can take them common but the next step will be as above stated
