He does not say that the world will end twice he meant to say that if the world would have to end it will end with fire but if it had to end the second time it will end with ice.... He is telling the priorities

The world will end twice from ice and fire.means there is much cold so that everythig will be fridge.either there too much hot so that everything get burn.therefore the world will end twice .
