hlo mate...

When a wire is connected to the two terminals of the battery, the current flows from the positive to the negative terminal of the battery. ... On the other hand, if just two wires are just connected to the terminals, there will not be any current flow.

Answer:

When the two cells are placed side by side, they are joined to make a battery. In this case, the positive terminal of one cell cannot be in touch with the negative terminal of the other cell. So, the positive terminal of one cell is joined to the negative terminal of the other cell by a piece of wire.
