The head of state is normally a person distinct from the head of government in a parliamentary system. This is contrary to the presidential system, where the Head of State is often also the Head of Government and the Executive does not derive from the legislature its democratic legitimacy.
- The semi presidential system is a government system that has a president, a Prime Minister and a cabinet, the latter being answerable to state legislature. It is different from a parliamentary republic in that the Cabinet, although appointed by the president, is accountable to the legislature that can compel the cabinet to resign by way of a motion of no confidence, although it does have a prominent Head of State, who is more than the mostly a ceremonial figure.
