Answer:

An electric bulb glows due to hearing effect of electric current.This means the filament of bulbs gets heated to a high temp. and it start glowing.

However if the current through a circuit is too weak the filament does not get heated sufficiently and it does not glow.

Explanation:

For example ,a material may be slightly conduct it may not conduct electricity as easily as a metal.As a result,the circuit to the testa may be complete and get the current through it may bee too weak to make bulb glow.Even a material is good conductor but the current produced is very weak in the circuit.This current may not be sufficient to glow the bulb.

Sometimes the bulb does not glow on passing electric current. This is because the electric current flowing through a conductor is so small, that the filament of the bulb does not get heated up to the temperature where it starts glowing. So, in case of small current we need magnetic compass to test the conduction.
