yes because the local gov. want the citizens to be in great condition all though they put a full efforts we do waste the Water. in Gujarat and Maharashtra s gov. pit a heavy effort to fetch water from neighboring states even though the water is not enough. They spend lots of money for fetching water. so we should not waste them.
