Mohammad Tughluq's administrative system was a failure. His system created complications in the shifting of people to Daultabad,which resented the raising of taxes,which further widespread the rebellion. The 'token' currency was recalled.

Muhhamed-Bin-Tughluq might have come up with lots of ideas,but he only thought half way through,he lacked common sense
Lets see an example:
When he shifted the capital from Delhi to Devgiri,which is like 150 km from Delhi.
He should have made arrangements like transportation for the people.Thousands died on the way.Moreover he should kept some in charge at Delhi.So invaders were plundering Delhi.Therefore the capital became Delhi again,and this caused greater hardships to the people
